Administrator & School Counselor Collaboration Framework

A Collaborative Approach to Student Success

We recognize the critical partnership between administrators and school counselors in ensuring student success. However, research suggests a gap often exists between administrators’ expectations and the realities of the school counselor role. This can lead to role ambiguity, counselor burnout, and, ultimately, a less effective school counseling program.

Administrator & School Counselor Administrative Framework

Drawing on Dr. Whipp’s dissertation research, this framework offers a structured five-step process for administrators and school counselors to work collaboratively. The framework focuses on achieving school-wide goals, supporting students equitably, and fostering a strong working relationship.

The Five-Step Framework:

SCARS Assessment

Both the administrator and school counselor independently complete the School Counselor Activity Rating Scale (SCARS) assessment. This self-assessment tool provides insights into how each perceives the school counseling role and time spent performing tasks.

SCARS Review and Discussion

Administrator and counselor come together to review SCARS results, identifying discrepancies between counselor activities and best practices outlined by the ASCA National Model. This discussion clarifies expectations and helps identify areas for improvement.

ASCA Annual Agreement

The administrator and school counselor collaboratively develop goals for the school year. These goals will be aligned with the ASCA National Model and ensure the school counseling program comprehensively addresses student needs.

Monthly GOOD Meetings

Throughout the year, the administrator and school counselor hold monthly meetings guided by the GOOD framework. GOOD stands for Goals, Obstacles, Opportunities, and Decisions. These meetings provide a structured platform to track progress toward goals, identify and address obstacles, explore opportunities for program enhancement, and make collaborative decisions that positively impact students.

Data Review and Adjustments

At the end of the school year, the administrator and counselor review student data and program outcomes. This data analysis identifies student populations requiring additional support and informs program adjustments for the following year. If needed, the SCARS assessment may be revisited to discuss role expectations and ensure the school counselor’s time is focused on core professional duties.
